What is the MASC Contractor Common PQF?

In the past, individual companies have required Contractors to complete Pre-Qualification Forms when bidding on jobs. Participating MASC sites—manufacturing and industrial sites (called “Owner” sites) in the Wilmington, Charleston, Triad, and Vanceboro areas have worked together to develop a common Pre-Qualification Form (PQF) that can be filled out once by a Contractor and accessed as often as needed by the Owner sites. Using the MASC PQF saves time and effort for both Contractors and Owner sites. Access to the information is limited—each Contractor and Owner site must obtain a User ID and Password to use the PQF system.

How does my company complete a PQF?

(1) Contractors must receive a User ID and Password before accessing the PQF system.

  1. You may obtain a User ID and Password from a participating Owner site in the process of bidding on a job.
  2. If you are a MASC member, you may request a User ID and Password directly from the MASC office by calling (910) 762-9557 or emailing bmorgan@ma-sc.org.

(2) Your company’s User ID and Password allow you to access the PQF, enter information for your company, and return to your PQF at any time to review or edit the data you have entered. To access the PQF, click on the link at the top/bottom of this page.) (3) It is not necessary to complete all sections of the form at one time. You can save the section you are working on, close the form, and come back to it later. However, your company information will NOT be available for Owner companies to see until the following conditions have been met:

  1. All items in RED must be completed. These are required fields.
  2. All sections of the form must be completed, as shown on the menu screen.

Who can access my company’s PQF?

The Contractor User ID and Password allow a designated person from your company to access your PQF. The only other access to your information will be by User ID and Password issued to designated representatives of participating Owner companies. They will acknowledge a confidentiality statement each time before using the PQF system to search for Contractor information.

How do I print out or save a copy of our PQF?

You save the document as you “SAVE and EXIT” each section. It is possible to print each section separately while you are in that section (this will look exactly like the form as you see it on screen) or print the entire form from the menu screen where all sections are listed (this will print out as a summary of the information, using less paper).

How do I update our PQF?

After you complete and save a section, the listing for that section will change on the menu screen, with a link to “EDIT.” Selecting this link will take you back to that section of the PQF for editing. Once your company information has been entered, you may only need to update a few fields each year. For example, you must update the IIR for the last three years at the beginning of each year. In 2005, you will enter information for 2002, 2003, and 2004. In February, 2006 you will need to change the information to show data for 2003, 2004, and 2005. However, the amount of information to be changed will normally be very small compared to all the data contained in the PQF. And once the change is made it is available to any participating Owner company as an update. A key reason for establishing the common PQF system is the timesaving and elimination of repetitive paperwork made possible by this updating.

What information will I need to complete the PQF?

You will need the same information about your company that you have provided with bid applications in the past. Much of the information is covered by the Contractor Common PQF, but there may be additional documentation that you must submit directly to the requesting Owner company. For the PQF, you will be asked to:

  • List contact information for your local (and corporate, if applicable) office and key personnel.
  • Provide company SIC or NAIIC number to identify the work performed by your company.
  • Include a history of safety statistics and extent of coverage in your written safety program.
  • Identify safety and skills training conducted, along with frequency of training.
  • Demonstrate with project data the type and size of projects the company has completed in the past.
  • Indicate insurance coverage and other qualifying information that may be needed for contracting decisions.

You may gather this information before starting to complete the PQF, or you may go into the document and enter the information you have at hand, then browse to see what other data you will need to complete. If you make changes to your form, always save before exiting the PQF system.
